Background
The Middle East and North Africa Harm Reduction Association (MENAHRA) is a regional network on harm reduction covering 20 countries in the MENA region. The main goal of MENAHRA is to prolong and improve the quality of life of People Who Use Drugs (PWUD) through a harm reduction approach in the region. MENAHRA’s key strategy focuses on strengthening the role of civil society in implementing harm reduction interventions in the MENA Region. Under the Global Fund MENA grant, MENAHRA is a sub-recipient (SR) of funds under which MENAHRA has a number of sub-sub-recipients (SSRs). The fund and the activities of one of the SSRs that are working with the LGBTQ+ community under MENAHRA were seized. So MENAHRA will be taking over these activities.
Summary of key tasks
The Finance officer is responsible for managing the financial activities targeting the LGBTQ+ community in the MENA region, including financial analysis and planning, accounting operations, reporting, and budgeting. The Finance officer is responsible for ensuring legal and regulatory compliance of the financial functions.

Duties and Essential Functions
- Prepares monthly profit/loss, balance sheet and cash flow financial statements. Monitors, interprets, and presents financial results of operations and programs each month.
- Prepares payments for consultants and vendors, in accordance with valid agreements, and approved budgets;
- Creates and maintains excellent financial controls;
- Ensures efficient functioning and documentation for all financial systems including receipts, disbursements, billing, bookkeeping, budgeting and accounting;
- Supervises month-end closings and bank reconciliations;
- Ensures timely production, and supports review of project invoices;
- Works with staff as appropriate in achieving financial management goals;
- Obtains quotations when a procurement is needed;
- Undertakes all other duties that are compatible with the job;
- Extracts on a monthly basis the: (1) cash statement and reconciles it with the petty cash, and (2) bank statement and prepares the bank reconciliation by comparing the bank statement and files statement;
- Abides by and promotes the practices and values set out in all MENAHRA policies and procedures; Respect the Code of Conduct, Prevention from Sexual Exploitation and Abuse Policy (PSEA) and Gender Policy;
Competencies
- Bachelor’s/Master’s degree in Finance or Accounting;
- At least 3 years of project accounts management or related experience;
- Solid understanding of financial statistics and accounting principles;
- Enhanced numerical and quantitative skills;
- Advanced analytical and problem-solving skills;
- Time management and organization;
- High level of numeracy;
- Strong interpersonal, communication and presentation skills;
